maintaining a constant bitrate

I have various dj's connecting at different bitrates due to their own upstream limitations so I am trying to come up with a way to keep our bitrate constant to cut down on disconnects.

Right now I am thinking of having a private primary shoutcast server that dj's connect to.. and then having a local client connect to and re-encode the primary stream to a fixed bitrate before broadcasting it out to the secondary (public server).

Does this sound like a sound solution or is there a better way?
