I can't find for the life of me (throttled file copy)

I'm pretty sure someone here posted a link to a 'throtled file copy' (one that I can set to limit it's bandwidth usage). I want to move some stuff off my stream host machine, but don't want to start skipping/etc...

I can't seem to find the link.. Can anyone point me in the right direction?
