Getting a SHOUTcast radio station to run on my computer

yea, i realize people probably have answered this one before, but due to surgery, the stuff they gave me for painkillers makes me a bit lazy.

I would like to know if there is a way to run and broadcast my music straight from my computer instead of finding some random server to pay for. If anyone could tell me how to do this, i would be greatful.

I also have another question about enabling myself to broadcast my voice through the client. Would this require me to broadcast through my soundcard. If so, how would one go about doing so.
