volume problems

ok... i use winamp as my main music source for our small college radio station here on campus. so, the soundcard output actually feeds into our transmitter and whatnot. the volume is kept at 50%. We also stream the station via the web using the SC plugin. Here is my problem. the audio capture or recording side needs to be set much lower than 50%. Everytime we stop/start winamp, or change playlists, the recording side auto matches the playback side. This makes the webstream sound horrible and distorted cuz it's too loud. I have to manually go into the recording mixer and bump it down. Is there a way I can stop this from happening ?
