First CLOSE Winamp3. Then download/install the official wa3update patch. The update contains the latest waveOut & DirectSound Output components, plus the latest midi, mod, wav, ogg inputs that didn't make it to 3.0 setup due to the deadline and code freeze. The update patch ALSO fixes a lot of skipping/pausing problems.
