You're encoding it too high, if your upload stream is about 250k, 250/60 = about 4 , if you encode your movies ect into 60K files you can stream to 4 people if you encode them to 100k files you can stream to 2 people, 250/100 = around 2.

You have to limit the amount of users accsessing your stream, that is done in the shoutcast sc_serv.ini file, people wont stay if its buffering thats for sure so its important that you limit the stream to the right amount of people after the movies are encoded in the right rate.

Don't foget the upload fluctuates, so dont try to squeeze in an extra person it will buffer and you usualy loose your viewers eventualy.
