Here are some programs that can convert WAV/other formats to MP3:

Note that converting any compressed audio format to another compressed audio format is NOT recommended as quality WILL be lost. Example: MP3 to MP3, WMA to MP3, etc.

CDex - http://cdexos.sourceforge.net

dBPowerAMP Music Converter - http://www.dbpoweramp.com/dmc.htm

MUSICMATCH Jukebox - http://www.musicmatch.com

Urghh... MusicMatch Pukebox

Why no Winamp in the list?
ie. by using an MP3 Output plugin

But yeah, dBPowerAMP MC or CDex are the more dedicated choices...

well the first part is extraction, say an MP3 audio track.

but it may be converted to .wav in the process depending on the software.

then a conversion to your format of choice

I included MUSICMATCH Jukebox in that list since its a program that will do just what he was asking. Is it the best? No. Is it easy to use and freely available? Yes. I would suggest using CDex or dBPowerAMP Music Converter. I didn't know Winamp had the ability to output in MP3. I knew it could do WAV but wasn't aware of that plug-in to have Winamp output MP3s.
