sound is distorted after Windows resume

If winamp is opened when WindowsXP goes into suspend mode,
when the PC wakes up, sound is distorted (like 44khz sound
played at lower frequency).

that's your hardware, not winamp. you'll have to update your sound card driver. standby is notorious for breaking hardware compatability.
