Encoding Question for Winamp 5.02 Pro

I use Winamp Pro to enocode all of my MP3's. Previously with 5.01 the files, when ripped to VBR Low setting 32KB, high setting 320KB,quality set to high,mode VBR New, and VBR Q = 0 (High) the average KB/S would hover around 200-250, many times hitting 320.

Now with 5.02 and the same settings, the bitrate stays around 130 or so. This is fine if the quality does not change, and I will admit that I have not done before and after comparisons yet.

I know that the encoder was upgraded. Is the encoder just better with 5.02, or has something changed that I will need to modify settings?

To explain furhter, I use VBR with a large bitrate range to take advantage of both simple and complex music. I was always told VBR was the way to go, but I want to make sure I am using the correct settings to get the most out of 5.02.
