What is DSP?

What does a dsp plugin do? Is there anything that Truely makes an mp3 sound better, or just stuff that runs it through a series of modifications?

As far as I know, it just enhances things like bass, treble, etc.

They can be used to alter the sound in any way you want before it is output (like a filter), for example could be used for reverb, bass, treble.....

I always thought is was DSP as in what's used in sound recording and keyboards and stuff to add effects, being

Not quite, idiot, it stands for Digital Sound Processing. Purpose : modifying the sound (for better or worse)

ones like enhancer and dfx claim to reconstruct the high end removed from mp3s, add virtual suround and some stuff.

all they really do is add more high end treble, pump up the bass, and seperate the stereo a bit more.
