Good free taggers are ID3TagIT and Tagger.

Both are free and very powerful. However, note that the latest ID3 Tagit require the .NET framework, grab the old 2.xx version available on the site, it's lighter and faster and no .NET framework is required.
Tagger is a front-end to TAG, an excellent command-line tool that can tag/rename anything and its mother (not only mp3s, but also ogg, flac and others).

To manage my mp3s, I just use Winamp's Media Library
