U don't always need a permission. Some license permitt u to do almost anything.
Try Magnatune.com, Opsound, Agnula Project, Archives. These are good places to begin.
Many good artist out there doesn't use freedom-fucking licenses (such as many good software programmers don't jail their code as jealous children).

I've got a better idea... lets just move to Canada to avoid all that legal mumbo jumbo
