m4a tagging problems

I've had a look through previous posts reguarding winamp's support for m4a tagging, but none of them seemed to address the key issue of:

When I rip a cd with default m4a settings it doesn't add any tags, should it?

If not, why not?

Ok it seems that tags are added but windows explorer can't read them - if you look at the properties there is no entries for any tag information. Is that just cause windows doesn't support m4a tagging natively?
