increase - decrease all songs volume at a touch of a button, once for all any ideas?

the question is for example

if one song is by source, quiet and the next is borderline overbearing in volume, how may i equate all that so each song is at line level zero a. k. a. the same volume at the touch of a button. something that is going to figure out as each song loads, a millis second before the moment is heard. something that will increase and decrease volume so each is the same just by pressing one button without having to do hours of .wav / mp3 configuring?

one touch noise limiter, but it limits, i envision decrease so its not overbearing but limiter, does it bring it all up so it can be heard too?
