does anyone know to make not a simple virtual directory but a new website in iis?

i find the script for the virtual directory but i never find the script for a new website for iis on windows 2000 server

If you find a method, not in NSIS, to create a new website, I'm sure someone will be able to help you to convert it to a NSIS script.
