What the hell happened to punk music?

Please note: I'm not talking about bands that play themselves off as punk to sell records, but the occasional punk music that has a reason to be

I was shuffling through "Nevermind the Bollocks..." today, along with "Give 'em Enough Rope" and was suprised that the drumming was good (almost Moon-like).

When did punk drummers decided that they would stop playing hard and would rather play like they have snare-torettes?
