1. Right click on the Winamp folder (usually C:\Porgram Files\Winamp)
2. select Properties
3. General tab
4. uncheck/unselect 'Read-only' > click Apply
5. If asked to confirm, select 'Apply changes to this folder, subfolders and files' > click OK
6. click OK

That should remove any arbitrary read-only settings in the Winamp folder including the media library folder (ML).

-or-

Are you on a limited/multi-user account?...
Limited Multi-User account issues

-or-

That may indicate a corrupted media library file.
While Winamp is not running try deleting the main.dat file in the media library folder (usually C:\Program Files\Winamp\Plugins\ml). If that does not work try deleting the contents of the media library folder. Unfortunately that will result in the lost of media library data, so you will have to rescan the folders.

If there are any media library playlists back them up by copying or moving them to another folder. Media Library playlists have a randomly generated filename.
Example: plf****.m3u (where **** represents a set of numbers and letters).

Try deleting the gen_ml.ini file (from the Winamp plugins folder) as well the library data (plugins/ML folder). If you don't see file extensions (e.g. .ini .mp3 etc.)...
Configuring Windows To Show Extensions

Still no luck? Try a full uninstall > reinstall (AKA clean install) of Winamp.

Still, still no luck? Please provide system specs in you next reply. Include the names of any third party Winamp plug-ins.

Though it is a long time since this problem was resolved, I'd just like to say that I had this problem and after doing step 3, it not only resolved my ML problem, it also removed a "0xfffffff8" The memory could not be "read" error when stoping and starting a song. Thanks!
