128kbps mp3 to 48kbps acc plus

Curious if anyone knows what files might sound like if they were converted from 12kbps mp3 to 48kbps acc plus. I don't expect there to be an improvement in sound quality, but would the file quality likely remain the same?

As most of the music I obtain comes from net.labels where the maxium quality of the file varies between 128kbps and 192kbps i am curious what my options would be should accplus become an affordable streaming option.

No.
Even if 48kbps aac+ would produce better results than 128k mp3 (it doesn't, at least compared to a decent mp3 encoder using sensible settings) you'd still get mp3 artifacts plus aac artifacts.

Otoh compared to 128k mp3 decoded and reencoded at 128k (which is what the shoutcast dsp does) the quality may be almost the same.

Somewhat on the same subject does anyone know if or of any free aac encoder software - expecially of the streaming format. I want to tinker a bit with it as I can see it being a fairly big force in the future and see it as a good idea to see what I may need to do to my audio library in the future if it does.

I assume you mean acc+ encoders? If so, then think there is no free encoder software. someone please correct me on this...

you are correct, at this time there are no free aac+ encoders.

it's inevitable that a better streaming format will be available to most people for free or next to nothin, within a few years. This in mind, I'm considering how to prepare my music library for such a change (considering that 90% of my music is encoded between 128-192kbps mp3). Nearly all net labels only offer free mp3s encoded at those bitrates, so i don't have access to the best audio source (CD or other).
Anyone else in the same boat?

imo, i wouldnt worry about it too much unless it was either re-encoded from a low bitrate source like 80kbps or it is an original encode, but has a number of noticeable artifacts. in the streaming world atleast, 128kbps quality is just fine.
