Canadian licensing

I have been looking into canadian licensing and what I found is that the cria is actually critisizing the copyright board by saying they are stopping canada from entering the digital age. I have also found that the Cria.ca is only documenting that Internet user should pay for music through pure tracks etc. As for about internet radio they seem to not be interested at the current moment. but i do believe if the law is passed that they will indeed try to push their luck and then currupt the net for Canadian webcasters. but basically from what I have read I believe canadian Internet radio is free for now. I have sent some emails to cria about internet radio asking the follwoing questions:

Do canadian's have to pay royaties for their internet radio?

If a user's music is perchased is he then free to broadcast it on the net?

I hope they give me a proper answer.

I hope get a reply soon.
