Odd User Limitiation

Hello,

I am new to ShoutCast software, but I am very pleased with the server and Winamp plugin software. I am running into a strange issue and I'm curious if anyone else has had this problem and if so how they fixed it.

I am running Shoutcast server 1.9.5 on a Windows 2000 Advanced Server. It's a Dual P3-800 MHz system, w/ 1 Gig of RAM.
I'm encoding a live audio source via the line input on my sound card. I have the bitrate configured to 24kbit and the audio sounds great.

My server is connected to a full T1 line. What I am noticing is once I get up around 9-10 users connected to my server that any new users that try to login are unable to connect. I am getting no underrun errors on the people who are connected. I also have a webserver running on this server and during the time this problem is happening I am unable to access that website. I am using an asx file to allow Windows Media Player to pull up the stream for my listeners. I am streaming our local football game broadcasts on Friday nights.

I have used testmy.net to confirm about 1300k/bit of upstream bandwidth is available on my T1 Line. At a 24k bitrate, I should be able to serve well over 10 users.

Before I found out about shoutcast, I used Windows Media Encoder at 24k bitrate and 9-10 users was about all that could connect using that software too.

Finally I tried a test tonight and increased the streaming bitrate from 24k to 128k and connected with 4 computers at the higher bitrate w/o problem, and that used about 70% of my T1 line upstream capacity without problems. That tells me it's not a bandwidth cap on my T1 line as 4 streams of 128k is more than 10 streams of 24k.

So why can I not stream to more than 9 or 10 clients on my server at a time? I have the bandwidth, and I can find any reason it's restricting me. The server is set for 50 users.
It would stream 4 at 128k, how come it can't do more than 10 at 24k?

Any help would be appreciated.
