Media Library display

When viewing my media library I can not "see" the top of the library window. I can resize it from bottom to top and left to right and right to left but I can not get to the top of the window so I can change its position on my monitor. I can see the window from the third line down, and nothing above that, no menu bar, no column heading, no search or clear, and no "Winamp header bar. Works fine on my other two computers but just started this problem yesterday on this computer. How do I get access to the top of the window?
