Just When Skin's Published?

I have just finished my first skin and now it has been placed in the unpublished section where you can skins and plug-in's section.

My Question is 'when' are they moved to the published part and possibly if anybody know what the 'process' is that the skin is transfered to the published part and placed into the skin section. I would also like to know what the skins are marked on using that star system.
