Server Connection Limits

Hello,

I have an issue where I can't seem to get more than 9 clients from outside my LAN to connect to my ShoutCast server at the same time. I am running version 1.95 server software, on a Windows 2000 Advanced Server w/ 768 Meg of RAM. This server is hosted at our school and the shoutcast server streams audio of our Friday night football games. My network is connected to the internet via a full T1 Line.
I have used testmy.net to confirm I have an upload bandwidth of about 1450 kbit/s per second. More then enough to support 45-50 users.

I have spoken with our ISP and they have confirmed all "concurrent connection" limits have been removed for my server's IP. I have researched the Windows 2000 workstation concurrent IP limit, but since I am running Windows 2000 Advanced Server I should not have a 10 user limit.

I have modified the Server Config file to support 50 users.
My bitrate is 24k

This limit only appears on outside my LAN connections.
I can connect 45 machines INSIDE my LAN to this server and it has no problem.

That rules out my Lan, server, etc I would assume.

Would anyone be willing to help me troubleshoot why I am only able to get 9 connections to my server before it will not allow any more clients to connect?
