How to relay stream...

Because in sc_serv.ini I can only option for port and host/ip.

You're trying to relay an Icecast stream using a SHOUTcast server? I don't know how to do that, or even if the two systems will work together in a source-relay configuration like that...

icecast can relay from a shoutcast but shoutcast cannot from an icecast,,

I think it will be offtopic but.. May be anyone can explain how I can relay shoutcash streal like http://somehost:someport in icecast? because as I understand icecast require that stream will be like http://somehost:someport/somestream

A reference like http://host:8000 will mean that the requested mountpoint is / (ie http://host:8000/).

You have to use an icecast server to relay and icecast stream. But you can use an icecast server to relay a shoutcast stream.
