cany get it higher.. Video Quality?

I have the bitrate for video set to 250 and I have even tweaked the advanced settings upto a 350 bitrate setting, but the video only gets upto 200-203 max.... Why is it not takeing advantage of the 250 allocated @24 frames?? Here the stream nyc.fm:9060/;file.nsv

I don't like RAP... so I won't tell You ,

just other note don't mix AAC and AACP, audio codec and sample rate MUST BE THE SAME

K I have eliminated older aac .nsv files that where in there, but now another problem is that almost each video, the damn thing stays stuck on buffering. This never happened before I switched to aac+ from aac. I also de selected de interlace video and high quality de interlace. Could this be the reason? Do these settings increase or derease video quality?

Do not deinterlace if the source isn't...
And if it is, use an external deinterlacer and encode as progressive

ok seems not only rap on your stream so i'll tell ...

i _guess_ probably it assumes that video is 30fps, so bitrate that should be used is needed_br * 30 / your_fps
i maybe wrong as i never liked on2's plugin and used mine

some background info:
on2 made very crappy nsv plugin for their codec. seems they simply did find & replace on sdk example although added that useless config box in nsv plugin...
i discovered that their and mine plugins don't "signal" when encoded frame is keyframe so i asked on2 how to recognise keyframe...
silence... waited few weeks. nothing...
spend some time watching nsv streams in hexeditor
browsed a bit msdn fond how to set framerate info for vfw codec, wrote http://home.pages.at/slavas/txt/vp6x.txt
and "normal" plugin
as then was summer and etc only in september i told on2 to fix at least keyframe marking
they fixed and said "thank you"
but i _guess_ they don't set proper framerate as sdk sample missing it too

Try lowering the maximal quantizer, the default value of 56 undershot by alot

I use 4-44 (46?) for ~250kpbs
