I don't think I explained myself well. The file I linked to is a RECORDING of Winamp playing the offending file and squealing for 30 seconds, followed by a RECORDING of the same file being played in Cool Edit and NOT squealing.

The file SHOULD squeal for 30 seconds in ANY player... the squeal is on the recording. The next 30 seconds should NOT squeal any anybody's player.

I'm wanting to know why the ORIGINAL file would squeal in Winamp but not in Cool Edit.

It's pretty big, but if I need to link to the original file, I can do that.
