Buffering problems
Is there any way I can stop my broadcast from buffering for people who tune in?

it all depends on your upstream
lower your bitrate, make sure you have nothing else using your upstream, look at using a stream host @ http://www.radiotoolbox.com/hosts |

I guess no one could know why someone would pay for huge amounts of bandwidth, then give it out for free.
On the other hand, maybe you could ask whoever runs this website: http://freecast.co.uk/
