How do I add Bass to an Mp3 and then save it as that

Is there a plugin for winamp or another program that can recreate an mp3 with added Bass

Set the EQ to whatever bass settings you want. Or get a DSP plugin that will alter the sound. Make sure the plugin or EQ are active and use the Diskwriter plugin to save the file to wave. I know it's a wave file, but thats what i'd do. Or maybe get a sound editor and add the required effects.
