Jingle Software??Does Anyones know??

Hola Everyone!

My name is Rico.
I´m about to start a Internet radio station here in Spain and I need help to create jingles. Does anyone knows an easy to use software to create Radio jingles??? Or a software to make cool voice effects???

You might also find Adobe Audition and Sony's SoundForge great for this however neither are free.
