The answer to all three ways is yes (kinda)

If you want to advertise Winamp you can go here to get a banner for winamp.
http://www.winamp.com/community/promote/index.jhtml

Then just place that image wherever you want in your website. If you want to actually allow people do download from your page, you can either store Winamp locally and let them download that, or you can provide a link to here:
http://www.winamp.com/download/

This is the 'kinda' part. If you want an mp3 to play, you can place the mp3 in your website, and if a person views your page, their default mp3 player (maybe Winamp, maybe not) will play the mp3.
