How shoutcast RANK listing works?

Hi guys,
I'm little curious about how the shoutcast radio ranking works on this winamp website? It shows bunch of radio.. numbers shows 1.2.3... on top there is reading rank, how that works? How does the shoutcast count the rank? doesn't it look which radio server stream the most, or which one has most listeners or something?

If you take the time to read the stats you will understand how it works : TTSL is the key.

Total Time Spent Listening : amount of time you served your listeners. This is cumulative at a T time.
If it is still chineese, I do propose not to care more.
