Looking for a sound card

Not sure where to post this....

I finally decided - I want to get a sound card rather than depend on onboard sound. I'd like to swap my motherboard so I can get PCI-express so I can upgrade my video card. I only have a few requirements:

1. It must have a microphone port so I can record. This is quite common so it's not much of a concern.
2. It must be able to handle recording at or above 100KHz sample rates. Supposedly, if it has the 192KHz upper edge, this would work.
3. It must not cost any more than US$200 (including shipping).
4. It must have have an equalizer feature (like from my current sound, which is onboard). I use it a lot.
5. It must be able to handle odd sample rates (like 57,000, 37,216, and 78,329 as some examples). I speed up and slow down songs by changing the sample rate as it preserves the quality, regardless on how many times I change it.

I don't care for how many channels it has (I can't tell much of a difference between stereo and mono), and operating system is no longer an issue (I have XP Pro now).

Here's one I found and my search associated with it.

What are your recommendations?

A few questions:
1. What are voices? Two such cards mention 64 voices.
2. What is meant by THX certified? I've seen this, but very rarely.
3. DTS-extended surround - what is meant by this?
4. "EAX 4.0 Advanced HD" - what is this?
