I wanted to do something similar. What I ended up doing was setting 1 PC up with my automation software (Raduga) and Voice-IP software (Buddy Phone). The I setup a second PC with WinAMP and the ShoutCAST DSP plugin (If you turn on the advanced features you can choose line in) and hooked #1 up to #2 by Line Out to Line In. Apparently you can use the same setup on 1 PC as long as your soundcard will allow full duplex (My Processor is to slow to allow for that, thus why I use the second system).
