Is there a plugin that can remove the music in an mp3 leaving me with only the voice? I am looking for one that would be able to save the voice in any sound format.
If you are aware of this plugin, please link me.

I have Sonic Foundry's Sound Forge if that will help.

There may be a plug-in for Sound Forge that lets you do that.
As for Winamp, I don't know of any plug-ins that let you do that directly, but one thing you could try is use one of the vocal-remover plug-ins in combination with a disk writer output plug-in, and then use Sound Forge to subtract the vocal-removed track from the regular one. Also note that nothing will work all that well. Some expensive Sound Forge plug-in may do a better job than the above method, but once the vocal and instrumental tracks are mixed together into one, you can't perfectly separate them again.
