InstallOptions change

Can I modify InstallOptions.cpp by myself and then use these changes in my installer?
For example, I want to add EN_CHANGE notify

What exactly is the question? Are you asking if you're allowed? The license permits you to use it in whatever way you wish as long as you don't claim to have written the original.
