Streaming 96Kbps Should Be 128Kbps

Hey! Im having a problem where streaming sites advertise that they play at 128Kbps but when i click on them it plays at 96Kbps is there some setting i messed with or something i missed?
They Used to play at 128Kbps before install of the Latest Version 5.31
I Have tried Several Streaming sites and i get the same thing on all of them.
Any Ideas?

Also i suck at searching the forums for similar issues.

Yup, they're both 96kbps streams, as reported by all players I've tried them on.
