Incorrect Tags. Can't use accents

I've searched the forums and checked those important help threads but none seem to help me completely.

I used to be able to have accented words (like é á ú ä ö â)on winamp playlist but wasn't able to tag japanese names or "unusual symbols" such as "â€_" or "Я".after installing east and asian languages on my Windows XP I was able to tag japanese names and those symbols. However, I can't have accented tags anymore. They show up as "舂" or "é§‘". That is so weird and I just can't fix it. and I can't even re-tag the files to take off the accents because it just won't work.

I've seen on a topic that if I go to preferences -> skins -> modern skins -> font rendering and uncheck a few things, It would work..., It DID work somehow because on my winamp playlist the tags will show correctly (with accents) BUT it will show as ""舂" or "駑" on Windows Messenger or www.last.fm for exemple. So, I need a definitive solution.

Make sure you have 5.32 installed with no third-party MP3 decoders. Also, make sure you are using ID3v2 tags.

I am sure I have the newest winamp version. I'm not quite sure I'm using ID3v2 tags. do you mean when tagging a song on the winamp playlist, I check the ID3v2 tag window as well (the right one)?

I am able to play japanese names and non-latin symbols as said before (I even could play it before installing the new winamp version) but I still can't play "accents" such as ä and é. they just won't show. and I can't even rename some of my accented songs anymore. they show as "no file"

here is a screenshot:

1- the file name is completely wrong. it should be "girugämesh - Omae ni Sasageru Minikui Koe"
2- I tag it as "girugämesh" on both tags (and I've tried tagging only the right one as well) and just after I press "update" it will show as "girugamesh" on both tag and playlist window (see 3)
3- it just won't show accents.
