Is there such thing as a skin-making program?

I would really appreciate if anyone could give me a link to a page where you can download a program for making Winamp skins, because I don't know how to make one. A cool program that shows to how to make a skin and then makes one for you with the pictures you provide would be nice! (Sort of like how you use "Fireworks 4" to make animated GIFs). Thanks for reading.
