Virtual Audio Cable Clone of sorts

I'd like to use winamp and one of it's many audio compressor/limiters in association with another audio application driving it... that is to say, take the output of one audio application, and internally feed it to winamp, allowing winamp to do audio processing via a plugin, and take the output of winamp and take the audio straight to a small FM radio transmitter.

Any ideas?
