Order of startmenu shortcuts changes
If i will run the installer on other machine the icon order in the startmenu shortcuts gets changed and on the third machine it will be different why it is so, that is the OS dependent or what

I'm not quite sure how it works but the icons are not displayed in the order that they were created, and there is no code currently to set their order.

I think it is depending on the folder properties of windows.

No, you can't. Microsoft hasn't released any API for that to prevent abuse.
