So an update on my situation. I have a friend who has a hosted Shoutcast server. I streamed to it, and had no problems whatsoever maxing out my 1Mbit bandwidth. So... the problems lies in the fact that I cannot max out my bandwidth via a localhost Shoutcast server. Noone else has ever experienced this?
