Pls help identify this black & white pop song from mid 90s

Hi All -

ever since I heard this catchy disco(?) song in a Toronto club, I have been going crazy trying to identify it let alone "get it"...


This is what I "know" of the song:

mid to late 90s
black and white music video
baby on the perambulator
video is shot in a charlie chaplin like jerky motion
catchy tune(!)


And if that's not enough, I think there was a lot of talk about this band from london who were behind this song.


please, please, please help me identify this gem...as I go crazy with my boolean operators experiment on google...
