Ok, I can't hear streaming audio from Shoutcast. The various HTTP's are all listing as OK, but there is no audio. I have now established my proxy server address which has resolved a number of earlier problems but I can't find anything here to help. Could this be a firewall problem? It seems unlikely because winamp is having no problem with the connection.

It sounds more like a volume or plugin problem to me.
Make sure Wave & Main volumes aren't muted in Windows Volume Control
Make sure your volume slider is up high enough (Winamp main window)
Make sure you have either WaveOut or DirectSound selected under Prefs -> Output.
The only other relevant options are in:
Prefs -> Input -> MPEG Audio Decoder -> Config -> Streaming tab.
