And you really expect someone here to know that off the top of their head, considering there are thousands of 3rd-party authored skins published at Winamp.com?

Unless someone happens to pop by who is using/familiar with it, I don't think you'll get an immediate response here. But... you posted a link to an image hosted at ImageShack of someone's Desktop with that skin showing on it. So, from where did you obtain the link to that image? Was it from a post by somebody in these forums? Because your best bet to quickly locate that skin is to ask the person who uploaded that image to ImageShack. He/she would most definitely have an immediate answer for you.
