Sidechaining/Ducking Plug-in?

Not sure if this is the right spot or not for this, if not I apologize.

I was wondering if a plug-in exists for winamp to perform 'ducking' or 'side chaining' What this means is if something else makes a sound, winamp will lower its volume, and when it stops winamp will automatically return volume back to its previous state.

Specifically I want it so when people talk in ventrilo, i can hear them and music doesn't overwhelm them, without having to have either too high or too low in volume.

heaps of people ask for this, but there's no plugin that I know of available.

i'm guessing its possible to be made but as of yet nobody has attempted it.
