Weird static noises when scrolling on IE

Using IE7 and IE8 when scrolling a page while listening to Winamp I get static noises like some bad audio thingie... Some observations I made showed it only happened with IE (not FF). Another oddity is that when Windows Media Player is open it doesn't happen, and that's when sound is playing in winamp, not WMP.
Tried to disable flash / images on IE to see if it has anything to do with it, nada.

Any idea?

Reduce the "DirectSound Acceleration" slider (to Basic)

Im on win2k8 there's no "DirectSound Acceleration" slider. Other stuff don't work. BTW why does it change when WMP is on? does it change the DS settings or something?
