There's something else working against you here.
Last time I checked, which was a few years ago, ViaStreaming offered Port 80 Proxy for Shoutcast servers. That's fine - many hosts do that - but it also means that anyone tuning in using the Port 80 "translation" of your shoutcast stream will appear, to the shoutcast server, to all be coming from ONE IP address.
If that's the case, this is the reason the Shoutcast server sees fewer unique listeners than total listeners.
It's set up that way to prevent people from "gaming" the system and trying to appear to have more listeners than they really do. The downside is that those providers using Proxy servers to offer port 80 streaming will make a server appear to have fewer listeners than they actually do.
Solution? Ask for true Port 80 streaming from the provider, or find another one who can offer you that option.
