Foreign Alphabet Playlists Won't Work

Winamp will play my files with filenames in foreign characters (for example "Ð—ÐµÐ¼Ñ„Ð¸Ñ€Ð° - ÐœÑ‹ Ð_Ð°Ð·Ð±Ð¸Ð²Ð°ÐµÐ¼ÑÑ.mp3" or "Alice Nine. - æ¥µå½©æ¥µè‰²æ¥µé“æ_ŒG3.mp3") and will display the correct tag information when I initially put the mp3s into the player. However, when I attempt to save a playlist and reopen it, all foreign characters have changed to "?" and it will not play any of the songs.

Can anyone help me out with this?
