MUI Localization, language selection dialog, most languages are missing

Hey!
I'm having troubles with MUI localization.

I'm running "Modern UI\MultiLanguage.nsi" example.
The language choice dialog displays 8 out of 55 languages.

These languages are displayed in the combo-box:
Bulgarian
Byellorussian
English
Indonesian
Kurdo
Macedonian
Malay
Mongolian
Russian
Serbian Cyrillic
Ukranian

Is it a bug, or am I missing something?
Is there a workaround?

My goal at the moment is to provide German localization for the installer.
But the German language is absent in the languages list.

NSIS 2.45
My computer is running Windows Vista, russian edition.

By default the menu will only show the languages supported on your computer. This FAQ explains how to make the list display all of the entries:
