I want to create a .pls file

I was told that anyone using a pc or mac can open pls files. I want to create a listen link on my website for people that's on pc or mac to click on and it opens up the file for them to listen to my station. How do I do this? Is it the same as create a asx file and then saving it with a name.pls and create a link to it in order for people to click and open? If so will this file actually play on pc's and mac's or do they have to have winamp player installed in order to listen? Thanks
